The issue involved in the matter is payment of retirement dues to the petitioner, who was Kotwal working with Gram Panchayat, as per the say of authority of the Taluka Development Office. Whether the employees of Gram Panchayats are entitled to pension and whether the persons working in the cadre of Kotwal are entitled to pension, are the issues, where the stand of Government should be necessary.
