JUDGMENT / ORDER

JUDGMENT Tudball and Muhammad Rafiq, JJ.
1. We think that the decision of the court below was obviously correct. The light in respect of which pre-emption is claimed is clearly one to which no custom of pre-emption could possibly apply. We dismiss the appeal with costs.
