Heard learned counsel for the parties and perused the record.
This writ petition has been filed, inter alia, for the following reliefs :-
"(i) To issue, writ, order or direction in the nature of certiorari, quashing the impugned order dated 08.09.2009 passed by respondent No.2 (then Director Animal Husbandry Uttar Pradesh, Lucknow, Now Director Disease Control and Farm Animal Husbandry Uttar Pradesh, Lucknow) (ii) To issue, writ, order or direction in the nature of mandamus directing respondent no.2 (Director Disease Control and Farm Animal Husbandry Uttar Pradesh, Lucknow), to hear and decide expeditiously, reply letters dated 04th May 2019 (being annexure No.11) preferable within some prescribed time frame period or on day to day basis without lingering."
Perusal of the record shows that the present writ petition has been filed by the petitioner for challenging the order dated 08.09.2009 passed by respondent no.2- Director Disease Control and Farm Animal Husbandry Uttar Pradesh, Lucknow, after an inordinate delay of about ten years without giving any reasonable, plausible and sufficient explanation for the said inordinate delay. The writ petition suffers from laches due to inordinate delay.
In view of the above observation, the present writ petition is
dismissed on the ground of delay and laches.
