JUDGMENT / ORDER

Alleging that the fourth respondent has issued pamphlets for conducting election in the area where the petitioner resides, without obtaining any authorisation from the authorities, the petitioner made a representation dated 03.01.2017 to the respondents 1, 2 and 3, seeking action against the fourth respondent. Since the same has not been acted upon, he is before this Court.
2. When this matter came up before this Court on 25.01.2017, Mr.C.Emalias, learned Additional Public Prosecutor, took notice on behalf of the respondents 1 to 3, and private notice was permitted to be issued to the fourth respondent.
3. Considering the facts and circumstances of the case, the third respondent, who is the competent authority, is directed to consider the representation of the petitioner dated 03.01.2017 on merits and in accordance with law and pass appropriate orders within a period of four weeks from the date of receipt of a copy of this order.
4. The writ petition is disposed of accordingly. No costs.
