JUDGMENT / ORDER

The complaint of the petitioner a contractor, is that though he has completed the work entrusted to him by the Panchayat, he has not been paid the amounts due to him so far. Ext.P2 certificate of the Forest Range Officer, Paruthippally and Ext.P3 certificate issued by the third respondent show that the furniture supplied by the petitioner are of good quality. The reason for non-payment of the petitioner is that, the third respondent has not valued the furniture. The petitioner therefore seeks the issue of appropriate directions to the third respondent to issue a valuation certificate to the petitioner. Adv.Poovappally M.Ramachandran Nair, who appears for the second respondent, submits that the Panchayat would make the payment due to the petitioner, immediately on the valuation certificate being issued by the third respondent. In view of the above, this writ petition is disposed of, W.P.(C).No.13841 of 2014 2 directing the third respondent to issue a valuation certificate to the petitioner on the basis of Exts.P2 and P3, as expeditiously as possible and at any rate within a period of two weeks of the date of receipt of a copy of this judgment. Needless to observe that the Panchayath shall make payments due to the petitioner on the basis of such valuation certificate, immediately thereafter.
