Heard Mr.S.S.Panesar, learned advocate for Mr.A.S.Panesar, learned advocate for the petitioners. It is submitted by him that the finding rendered by the Secretary (Appeals), Revenue Department, in the impugned order dated 17.11.2011, cannot be termed as a finding, as it has not been categorically held that there is a breach of the Ribbon Development Rules by the petitioners. It has only been stated that in the measurement, it is found that the Weigh Bridge of the petitioners is at a distance of 33.50 metres from the central line of the road, which is "like a breach" of the Ribbon Development Rules.
