List revised. No one appears to press the present writ petition whereas Ms. Bushra Maryam, learned counsel for the respondents is present.
Petitioner is before this Court assailing the validity of judgement and order dated 15.05.2010 passed by first respondent and order dated 29.07.2011 passed by second respondent. Further prayer has been made to command the respondents to reinstate the petitioner with backwages and on the stage where he would have been had he not been reverted to the lowest stage in pay scale. It has also been prayed that the respondents to make payment of difference of salary for the period from his reinstatement to date.
At the very outset, Ms. Bushra Maryam, learned counsel, who represents the contesting respondent, raised an objection regarding maintainability of the writ petition on the ground that the present matter has been filed with unexplained delay and laches, therefore, only on this ground writ petition is liable to be dismissed.
On such objection, the Court has proceeded to peruse the record especially the report of the Stamp Reporter, wherein, it is mentioned that the present writ petition has been filed with the delay of 2913 days and in the entire writ petition, no cogent reason has been given by the petitioner for the same, then the present Writ Petition cannot be entertained by this Court and the same is accordingly dismissed on the ground of delay and laches.
