The petitioner in the writ petition is seeking a direction to the respondents to provide him the benefit of 3rd ACP. Grant of A.C.P. does not give the petitioner a running cause of action and it is a one time incident.
In paragraph 6 of the writ petition it is stated that the petitioner is entitled for 3rd grade pay in the year 2005.
This writ petition has been filed in the year 2018. The claim of the petitioner for ACP is for the year 2005 and is grossly barred by laches and is accordingly dismissed as such.
