1. Heard Sri B.B. Dubey, learned counsel for the petitioner and Sri Shyam Sundar, learned Standing Counsel for the State.
2. Petitioner's only grievance is that he has moved an application for transfer of fire arm licence from his father to his own name and such application is pending since 2016 before the District Magistrate, Pilibhit (respondent no.3), but no decision has been taken on the same so far, though a period of more than four years has lapsed.
3. Learned counsel for the petitioner submits that as per the provisions contained in Rule 13 of the Arms Rules, 2016, decision on the application for arms license should have been taken by the authorities within 60 days from the date of receipt of the police report.
4. He prays for a direction to the District Magistrate, Pilibhit to expedite the proceedings and take a decision on the application of the petitioner for transfer of fire arm license from his father to his own name.
5. After hearing arguments of learned counsel for the parties, this writ petition can be disposed of with a direction to the District Magistrate, Pilibhit to decide the petitioner's pending application/representation, if not already decided in accordance with the provisions contained in Rule 13 of the Arms Rules, 2016 within a period of 60 days from the date of receipt of computer generated copy of the order being passed today in PDF form.
6. It is made clear that this Court has not expressed any opinion on the merits of the case.
7. In above terms, the writ petition is disposed off.
