Rejoinder affidavit given by learned counsel for the appellant is taken on record.
By this appeal, a challenge is made to the order dated 11.10.2018 passed by learned Single Judge whereby writ petition preferred by the petitioner to seek appointment on the post of Constable (G.D.) was dismissed. It was dismissed finding unexplained delay of 7 years. It was a case where the recruitment was made in the year 2011 while the writ petition was filed in the year 2018. Learned Single Judge even took notice of the order passed by Delhi High Court to entertain the application till 31.03.2015. No document was found on record to show an application pursuant to it. The writ petition was filed after three years even thereafter.
Learned counsel for the appellant could not give explanation to the laches in maintaining the writ petition. The process of recruitment cannot be kept open endlessly and it is not stated as to whether subsequent to the year 2011, no recruitment took place during the intervening period.
Taking overall facts into consideration, we do not find reason to cause interference in the order of learned Single Judge.
Accordingly, the appeal fails and is dismissed.
