We have heard Sri Ashok Kumar Singh, learned counsel for petitioner for quite some time but we are unable to comprehend anything what he is arguing or what relief he wants through this petition.
The petitioner, in the above circumstances, submits that he may be permitted to withdraw the writ petition with liberty to file a proper one.
In view of the above, the petition is dismissed with liberty to file a better petition.
