The petitioner seeks a writ in the nature of mandamus commanding the respondent no.3 to decide his representation i.e. complaint made against respondent no.6.
It is contended that the petitioner is an elected office bearer of the Association of Boring Technician, Minor Irrigation Department, U.P., Lucknow.
Submission is that the respondent no.6 had indulged in various criminal activities and the petitioner and other office bearers of the association have made several complaints against him, but no action has been taken by the respondent no.3. The submission made herein cannot be examined in the service jurisdiction which contemplates for redressal of grievances relating to service matter of a particular employee.
It is open for the petitioner, to approach the competent authority or exercise his power as conferred upon him with the election as an office-bearer of the association.
