Heard learned counsel for the parties.
By means of the present writ petition, the petitioner seeks consideration of his candidature in the category of Scheduled Caste candidates by considering the caste certificate issued to the petitioner. It is contended that the details with regard to the caste certificate was provided in the application form but the petitioner did not possess the original certificate on the date of verification of the original documents i.e. 12.1.2017.
It is contended that the petitioner has got the original certificate on 20.1.2017 and his candidature can now be considered in view of the fact that the final result has been declared in the month of May, 2018.
This contention of the petitioner does not find force, inasmuch as, from a careful perusal of the application form, it appears that the petitioner has submitted details of the caste certificate of Scheduled Caste category issued on 22.11.2010.
As per statement in paragraph '7' of the writ petition, the petitioner was required to appear before the competent authority for document verification alongwith original testimonials on 12.1.2017. On the said date, the petitioner did not possess the original caste certificate as indicated in the application form. Further from a perusal of page '26' of the paper book, it is clear that the caste certificate of Scheduled Caste under the prescribed proforma has been given to the petitioner on 20.1.2017 i.e. at a later date than the last date of submission of application form as also the date of document verification.
It is, therefore, clear that the petitioner did not fulfil the requirements for consideration of his candidature on the relevant date i.e. the date of document verification. It has not been explained by the petitioner as to why he could not produce the original certificate which was issued to him on 22.11.2010.
It is settled principle of law that it is exclusively within the domain of the recruiting authority to lay down the criteria for selection and fix a date to conclude the recruitment process on time. The Court cannot ordinarily interfere in the recruitment process except in a demonstrated case of arbitrary refusal of the candidature of the petitioner.
For all the above noted reasons, this Court does not find any merit in the writ petition.
Dismissed as such.
