JUDGMENT / ORDER

The Petitioner has filed these Writ Petitions seeking to issue a Writ of Mandamus directing the respondent to issue "C" Form Licenses in the names of Bala Saravana Theatre and Saravana Theatre respectively on the basis of the petitioner's applications dated 27.01.2017 and 13.02.2017, within a stipulated time.
2. According to the petitioner, the petitioner's brother was running two theatres, namely Saravana Theatre and Bala Saravana Theatre. Due to family partition, the said theatres were alloted to the petitioner and the license were also transferred in the name of the petitioner. After obtaining permission and approval, the theatres were renovated. After renovation, the petitioner submitted application with necessary documents on 27.01.2017 to the respondent seeking "C" Form Licences in the names of 'Saravana Theatre' and 'Bala Saravana Theatre' respectively. On receipt of the aforesaid applications, the respondent directed the petitioner to furnish Film Division Certificate and Electrical Certificate. As directed by the respondent, the petitioner obtained the Certificates from the Ministry of Information and Broadcasting, Government of India dated 06.02.2017 and obtained Electrical Certificate dated 10.02.2017 from the Electrical Inspector, Cuddalore and submitted the said certificates to the respondent on 13.02.2017. Again the respondent, by letter dated 15.02.2017 directed the petitioner to pay late fee for a sum of Rs.2,000/- and also to produce Fire Insurance Policy and Audience Insurance Policy. The said certificates were also submitted to the respondent. But, till date, the respondent has not issued the "C" Form Certificate to the theatres. Therefore, the petitioner has filed the present Writ Petitions before this Court.
3. The learned Special Government Pleader takes notice for the respondent and submitted that if the said applications are pending before the respondent, the same shall be considered in accordance with, Act and Rules.

Considering the aforesaid factum of the case, without going into the merits of the case, this court is inclined to direct the respondent to consider the petitioner's applications dated 27.01.2017 and compliance resubmitted application dated 13.02.2017 and pass orders on merits and in accordance with law, preferably within a period of three weeks from the date of receipt of a copy of this Order.
