Vide order dated 7.2.2012, the respondent authorities were directed to file affidavit in reply explaining why the earlier directions issued by this Court had not been complied with and the record shows that the notices are sent. However, it transpires from the record that the same are not served. Hence, fresh NOTICE returnable on 2.3.2012. Registry is also directed to send a copy of the order dated 7.2.2012 along with the order passed today. Direct service is permitted.
