Sanchela, learned advocate for the respondent is not present even in two rounds. Para 4 of the affidavit-in-reply reads as under:
4. "I say and submit that proposal for sanction of pay-scales as per 5th pay commission as well as 6th pay commission through collector is not received to our office till the date."
2. Ms.
Amita Shah, learned AGP shall take instructions from the respondent no. 5 as to why the papers are not forwarded by the respondent no. 5 as per the above averment in the affidavit in reply.
3. Matter is adjourned to 06.07.2012. It is clarified that if the papers are not forwarded by the next date of hearing, respondent no. 5-Collector, Rajkot shall personally remain present before this Court on the next date of hearing. Direct service is permitted.
