Learned Standing Counsel has obtained instructions in the matter. The same is taken on record.
In the instructions, it has been stated that the order dated 09.03.2018, which is impugned in this writ petition has since been recalled on 01.10.2018.
In view of the statement so made, this writ petition has been rendered infructuous because, the impugned order dated 09.10.2018 has been recalled.
The reference shall now be decided afresh, after hearing the parties, wherein the petitioner will have every opportunity of being heard both on facts and law.
Accordingly, this writ petition is dismissed as infructuous.
