Heard Sri Santosh Kumar Pandey, learned counsel for the petitioner.
The petitioner in the writ petition is seeking quashing of the order dated 28.8.2017 whereby his claim for appointment on the post of Review Officer has been rejected.
Prima-facie the writ petition is barred by laches of almost one year. The only explanation is given in paragraph 25 of the writ petition where the petitioner has stated that he was preparing for the competitive examination and therefore, there has been some delay in filing the writ petition.
In our opinion, this is no ground for condonation of delay and laches in challenging the impugned order.
The writ petition is dismissed as barred by laches.
