The petitioner appearing in person, before approaching this Court by filing the present writ petition seeking a writ of mandamus, ought to have made a representation to the concerned authorities calling upon them to comply with their legal obligations. Only on this ground, we decline to entertain this writ petition.
3. Accordingly, the writ petition is disposed of by granting liberty to the petitioner to make appropriate representation to the respondents. If such a representation is made, it shall be expeditiously considered in accordance with law.
