JUDGMENT / ORDER

(Per : HONOURABLE MR.JUSTICE D.H.WAGHELA)
1. The petitioner has made this application in other application, of which, only stamp number is mentioned and there is no indication as to what is the main application or petition. The prayer in the application is that:
"Delay of 343 days to file an application for granting to permit to file an appeal before Hon'ble Supreme Court of India in the nature of justice, Law and Equity in this case and matter".
2. In the application bearing Stamp No. 136 of 2012, the prayer is;
"5. In view of legal contention, contravention of major provisions of law from all corners I filed O J appeal in the above case before this Hon'ble Court. Since this case if challenged before Hon'ble Supreme Court of India and office requirement to produce this Hon'ble Court permission to file an appeal in this case."
3. According to the oral order dated 13.01.2011 of Division Bench of this Court in Civil Application No. 2 of 2011 in Stamp Number 3628 of 2010, the applicant's O.J. Appeal and Civil Application were dismissed on account of being barred by limitation.
4. The applicant, claiming to be a Chartered Accountant himself and aged 67 years, has insisted upon arguing his own case and refused to engage any advocate and advanced arguments which are more confusing than the pleadings. He has again and again tried to impress upon the Court that huge frauds have been committed and he has sought to argue about them on merits. It is quite clear from his approach and attitude that without touching any legal aspect of the matter on hand, he has sought to unnecessarily waste considerable time of the Court and made the respondent to appear. As no worthwhile ground is made out in the application for condoning delay in initiating whichever proceeding the applicant has in mind, the application is rejected; and in view of the conscious waste of public time of the Court by the applicant, he is ordered to pay, by way of costs, Rs. 5,000/- to the respondent within fifteen days.
