Heard Shri Pankaj Kumar Mishra, learned counsel for the petitioner, learned standing counsel for the respondents no. 1 to 3 and Shri Sujit Kumar Rai, learned counsel for the respondent no. 4.
The petitioner in the writ petition is seeking a direction to consider him for ex-cadre promotion on the post of Secretary. From the averments of the writ petition it is seen that the petitioner is seeking promotion from 2013.
This writ petition has been filed in 2018 and is therefore barred by laches and is accordingly dismissed as such.
