JUDGMENT / ORDER

The petitioner has come up with this Writ Petition seeking a direction to the 1st respondent to conduct inquiry on his complaint dated 05.08.2016.
2. The case of the petitioner is that on 26.07.2016, the Sub-Inspector, Kayar Police Station called him over phone and enquired about a complaint allegedly given by one Karthick. Finding that the petitioner is not connected with the said complaint, he was allowed to go. While so, on 28.07.2016, about 9.30 p.m., respondents 8 and 9 came to his house and forcefully took him away to police station and on the same day, about 10 p.m., the 7th respondent abused the petitioner in a filthy language and also attacked him. In this regard, the petitioner made a detailed complaint to the official respondents herein on 05.08.2016 to take action against respondents 7 to 9. Pursuant thereto, the 1st respondent vide his letter dated 10.08.2016 forwarded the petitioner's complaint to the 4th respondent for taking appropriate action. Since there is no progress on his complaint, the petitioner is before this Court.
3. Heard the learned counsel on either side and perused the material documents available on record.

Since the 1st respondent has already forwarded the petitioner's complaint to the 4th respondent vide his letter dated 10.08.2016, the petitioner ought to have approached the 1st respondent/National Commission for Schedule Caste, Chennai in respect of his grievance. Thus, when the 1st respondent is seized of the matter, the petitioner cannot directly approach this Court. Hence, this Writ Petition is dismissed with liberty to the petitioner to approach the 1st respondent herein in respect of his grievance. No costs.
