Heard learned counsel for the petitioner, Sri M.N. Singh who appears for the Commission and the learned Standing Counsel.
This petition impugns an order dated 26 December 2015 holding that the petitioner has failed to meet the physical requirements as placed by the respondents.
There is no explanation for the evident and inordinate laches from which the petition suffers.
Consequently the petition is dismissed on the ground of laches.
