The learned Government Advocate submits that the writ petitioner has registered his educational qualifications in the office of the second respondent namely, District Employment Office, Kancheepuram, in Registration No.2008M00492 under Backward Class, Non Priority category. The learned Government Advocate further submits that the State-Level consolidated seniority list for the post of Music Teacher was finalised by the first respondent. The cut off dates have been sponsored by the first respondent and the cut off date for B.C. (others) Non Priority candidates was selected upto 30.09.1996 and for O.C.
