Having heard the learned counsel for the parties, I do not find any ground for grant of interim relief as prayed for in this Civil Application. Grant of interim relief of the nature as prayed for in the Civil Application will amount to grant of final relief, which this Court normally should not grant.
The prayer made by the applicant for fixing the Special Civil Application No.3632 of 1991 for early hearing is also declined. The reason is very obvious. The Petition is of the year 1991 and judicial notice of the fact can be taken that petitions of the years 1978 and onwards are pending. This petition of the year 1991 cannot be given precedence over the matters of 1970s and 1980s in hearing.
The Civil Application stands rejected.
