Heard Sri Bishram Tiwari, learned counsel for the petitioner and Sri Sabhajeet Singh, learned counsel who appeared for the Union respondents.
This petition has been preferred for a mandamus being issued commanding the respondnets to pass an order on the representation of the petitioner. The representation is stated to have been made in respect of a selection process which was undertaken by the Farm Machinery Training & Testing Institute (NER) at Assam. The petitioner, as per the document appearing at page 22 of the paper book, appears to have been selected in that selection process and his testimonials sent for further verification. However, the learned counsel for the petitioner is unable to establish before this Court that any aspect of the selection process was undertaken within the territorial jurisdiction of this Court. There is no plausible explanation for the evident and inordinate laches also.
The petition is consequently dismissed.
