Heard Shri O.P. Singh, learned Senior Counsel assisted by Shri S.K. Rao, learned counsel for the petitioner and Shri Abhishek Srivastava, learned counsel for the respondents.
The petitioner in the writ petition is seeking promotion on the post of Sangarak (Computer)/Technical Assistant w.e.f. 22.07.2004 instead of 12.01.2006.
The writ petition filed in the year 2018 is grossly barred by laches by more than 14 years and is accordingly dismissed being barred by laches.
